Windsor council approves $90.25 million budget without property ...

...Growth in the 2006 grand list of taxable property in town produced more than $2.9 million in new revenue, which is $2.3 million greater than the previous year.

The largest portion of the proposed budget, 63 percent, is made up of the Board of Education budget, which has come in at $56.9 million.

The education budget represents a 3.74 percent increase, or $2 million more than the current year's spending plan.

The school enrollment for this year is 4,150 and is projected to decrease by 91 students, or 2.19 percent, to 4,059 next year.

The town's operating portion of the budget is $24.4 million, or 27 percent of the overall budget and is proposed to increase by $1.6 million dollars.

Souza has said that the purchase of public works vehicles at a total of $258,000 accounts for more than 16 percent of that increase.

He's also said that the majority of the increase is because of fixed costs, contractual obligations, and the maintenance of ongoing operations.

Some of the major cost drivers in the operating budget are health insurance and utilities, he said.
