At The Learning Lamp’s preschool in Westmont, a flight of steps poses big problems for kids with disabilities.“We actually have children who haven’t been able to attend the program,” said Leah Spangler, Learning Lamp executive director.That will change after Spangler’s nonprofit was one of 18 organizations receiving much-needed cash from Johnstown-based Lee Initiatives Inc.The organization on Thursday doled out $350,000 in its first-ever round of “health and wellness endowment grants.” There were 36 applicants asking for a total of $1.4 million.“These are the best of the best applicants that we had,” said Larry Olek, executive director of Lee Foundation, a Lee Initiatives subsidiary.The grant money stems, in a roundabout way, from the dissolution of Johnstown’s former Lee Hospital.Lee Regional Health System was the holding company for that facility until Pittsburgh-based UPMC Health System took over the hospital.But when UPMC sold its local assets to Johnstown’s Memorial Medical Cen... In addition to the extensive certification and training the city responders receive, the department also offers many courses each year to the outlying departments. Each of the volunteer departments in the area have sent their personnel to the city for training at one time or another, Tehle said. Neidich, who oversees the city's fire department, said he feels, generally speaking, city residents are not aware of the quality of service the city fire department and ambulance service provides. He pointed out that "in a busy year," - the department responds to about 3,000 fire and emergency calls a year - ambulance service income makes up about half of the department's budget.
